I think (a) is the answer because
1- Rupert didn't know whether Rudolf Rassendyll accept his offer or not 2- Rupert told Rassendyll before that Michael was a weak man & he was about to kill him 3- In his evil plan to Rassendyll, he offered to kill Michael
