A set of is often used with plural nouns
Consider the following examples

The doctor said that he hadn't seen this particular set of symptoms before
We need to establish a new set of priorities

However, "a set of" is sometimes followed by certain non-count nouns such as cutlery and underwear
We bought Charles and Mandy a set of cutlery as a wedding present
