في معرض بحثها عن الجهة التي تقف وراء الثورات العربية، عثرت صحيفة "كومسومولسكايا برافدا" على مقالة نشرت قبل ستِّ سنواتٍ في مجلة "ناشيونال ريفيو" الأمريكية، يدعو فيها كاتبها مايكل ليدين الولاياتِ المتحدةَ، للإطاحة بالأنظمة الديكتاتورية في كل من مصر وسوريا وليبيا وإيران. وعلى الرغم من أن مايكل ليدين معروفٌ على نطاقٍ محدود جدا،إلا أن المختصين يعرفون مدى تأثيرِه في رسم السياسات العالمية.
فالخبير الأمني الروسي الجنرال فلاديمير أوفتشينسكي، يعتبر ليدين واحدا من أكثر المُـنَـظّـرين مهارة في حياكة المؤامرات.ويؤكد أن غزو العراق تم استنادا إلى معلوماتٍ فبركتْـها مجموعةٌ من الباحثين يرأسها مايكل ليدين. وبحسب أوفتشينسكي فإن ليدين يدعو إلى جَـعْـلِ منطقةِ الشرق الأوسط تعيش حالة من الثورة المستمرة. لهذا فإن ما تشهده المِـنطقة العربية اليوم ليس إلا تطبيقٌ لتوصيات ليدين.

الثورة على

الكتالوج الامريكى لمصر

كانت مصر تدار وتحكم منذ عام 1974 ، بموجب كتالوج وضعه الامريكان للرئيس السادات ونظامه ، فالتزم به هو ومبارك من بعده .

ويعتبر هذا الكتالوج هو الدستور الفعلى والحقيقى لمصر ، فله السيادة على دستور 1971 .

و كان الهدف الرئيسى لهذا الكتالوج هو تفكيك مصر التى انجزت النصر العسكرى فى 1973

تفكيكها مسمارا مسمارا، و صامولة صامولة

واستبدالها بمصر أخرى غير راغبة فى مواجهة اسرائيل ، وغير قادرة على ذلك ان هى رغبت .

فامن اسرائيل ، هو الفلسفة والغاية التى من اجلها تم تصنيع مصر الجديدة ، مصرعلى الطريقة الامريكية .

ولهذا الكتالوج المقدس ، خمسة ابواب ، نستعرضها معا بابا ، بابا :



الباب الاول :



 هو ابقاء سيناء رهينة ، بحيث يمكن لاسرائيل ان تعيد احتلالها فى اى وقت تشاء خلال ايام .

 وذلك بهدف وضع أى نظام مصرى تحت تهديد وضغط مستمر ، يجعله يفكر الف مرة قبل ان يقدم على اى سياسة او خطوة تغضب

منه الولايات المتحدة واسرائيل .

كيف فعلوا ذلك ؟

 فعلوها من خلال الترتيبات الامنية القائمة فى سيناء بموجب اتفاقية السلام ، والواردة فى الملحق الامنى ، والتى بموجبها تم

تقسيم سيناء الى شرائح طولية موازية لقناة السويس اسموها من الغرب الى الشرق ( ا ) و ( ب ) و (ج) ، وسمح لمصر بوضع قوات

مسلحة فى المنطقة ( أ ) فقط ، وبتعداد 22 الف جندى فقط أى ما يوازى ربع عدد القوات التى عبرنا بها فى 1973 ، بعرق جبيننا وبدم

شهدائنا ، والتى قبل الرئيس السادات اعادتها مرة اخرى الى غرب قناة السويس فى اتفاقيات فض الاشتباك الاول الموقعة فى 18

يناير 1974

 اما المنطقة ( ب) فمحظور وضع اكثر من 4000 جندى حرس حدود فقط مسلحين باسلحة خفيفة .

 وفى المنطقة ( ج ) بوليس مصرى فقط

 وتراقبنا على اراضينا ، قوات اجنبية موجودة فى سيناء فى قاعدتين عسكرتين فى شرم الشيخ والجورة ، بالاضافة الى 31 نقطة

تفتيش اخرى .

 وهى قوات غير خاضعة للامم المتحدة ، يطلقون عليها قوات متعددة الجنسية ، وهى فى حقيقتها قوات وحيدة الجنسية تقريبا ،

حيث ان 40 % منها قوات امريكية والباقى قوات حليفة لها من حلف الناتو وامريكا اللاتينية . والقيادة دائما امريكية .

 هذه هى خلاصة التدابير الامنية فى سيناء ، والتى تحول دون قدرتنا على الدفاع عنها فى حالة تكرار العدوان الصهيونى علينا ،

على الوجه الذى حدث فى عامى 1956 و1967 .

 ان هذا الوضع هو بمثابة " طبنجة " موجهة الى راس مصر طول الوقت .

 وهى طبنجة مستترة ، غير مرئية للعامة ، العدو لا يعلن عنها ، والنظام ينكر وجودها ، ولكنه يعمل لها ألف حساب ، بل أصبح الآن

يستمرئها و يتوافق معها.

هذا هو الباب الاول فى كتالوج حكم مصر

الباب الثانى

:
 جاء هذا الباب لتجريد مصر من المقدرة على دعم اى مجهود حربى جديد على الوجه الذى حدث قبل واثناء حرب 1973 .

 فلقد اكتشفوا ان وراء نصر اكتوبر قوة اقتصادية صلبة هى القطاع العام المصرى الذى استطاع ان يمول الحرب ، فقرروا تصفيته .

 أى أن بيع القطاع العام او الخصخصة كما يقولون ، والذى تمارسه الادارة المصرية بنشاط وحماس منذ 1974 وحتى الآن ، ليس مجرد

انحياز الى القطاع الخاص أوالى الفكر الراسمالى ، وليس قرارا سياديا صادر من وزارة الاقتصاد المصرية ، وانما هو قرار حرب صادر من

وزارة الخارجية الامريكية ، الزمت به الادارة المصرية ، فالتزمته .

 وكان صندوق النقد الدولى والبنك الدولى وهيئة المعونة الامريكية هى آليات الضغط والتنفيذ لاتمام هذه المهمة .

 واستبدل دور القطاع العام فى دعم المجهود الحربى ، بمعونة عسكرية امريكية سنوية لمصر مقدارها 1.3 مليار دولار ، يعتمدها

الكونجرس فى ميزانيته فى مارس من كل عام ، مقابل 2.4 مليار لاسرائيل .

 وبهذه الطريقة ضمنوا ضبط الميزان العسكرى لصالح اسرائيل ، والاحاطة الدائمة بقدراتنا العسكرية ، والتحكم فيها من خلال الخبراء

وقطع الغيار وخلافه.

 ان صدور قانون الانفتاح الاقتصادى فى مارس 1979 بعد شهرين من اتفاقية فض الاشتباك الاول ، وقبل انسحاب القوات الصهيوينة

من سيناء ليس صدفة .


كان هذا هو الباب الثانى فى كتالوج حكم مصر .



الباب الثالث :



 وهو الباب الذى ينظم الحياة السياسية فى مصر ، فيرسم الخطوط الحمراء والخضراء ، ويحدد معايير الشرعية ومحاذيرها ، ويحدد من

المسموح له بالعمل السياسى والمشاركة فى النظام من الحكومة والمعارضة ، ومن المحجوب عن الشرعية والمحظور من جنتها .

 وفى هذا الباب تم وضع الشرط الامريكانى الاساسى بل والوحيد لحق اى مصرى فى ممارسة العمل السياسى ، وهو شرط

الاعتراف باسرائيل وحقها فى الوجود ، والقبول بالسلام والتعايش معها .

 وعلى ذلك فان اى جماعة او حزب لا تقبل الاعتراف باسرائيل ، يحظر عليها المشاركة فى العملية السياسية .

 وتم صياغة ذلك بتاسيس نظام حزبى صورى ، مكون من عدد محدود من الاحزاب على راسها دائما حزبا واحدا يستاثر بالحكم

وبالسلطة ، يسمى بحزب مصر او الحزب الوطنى أو اى اسم ، ولكن بشرط ان يكون فى الصلب من برنامجه ما يفيد ان السلام خيار

استراتيجى .

 والسلام كما نعلم هو الاسم الحركى لامن اسرائيل

 وعلى ذلك فان الالتزام الرئيسى لأى حزب حاكم فى مصر يجب ان يكون هو : " امن اسرائيل خيار استراتيجى "

 لقد وضع الامريكان هذا الباب فى الكتالوج خوفا من ان ياتى خليفة لانور السادات ينقلب على السلام مع اسرائيل كما انقلب هو

على سياسة عبد الناصر بسهولة فائقة .

 ليس ذلك فحسب ، بل بلغت بهم الدقة فى تفكيك مصر القديمة ، مصر المعادية لاسرائيل ، ان قرروا منع العمل السياسى فى

الجامعات المصرية .

 وذلك بسبب ما رصدوه من دور الحركة الطلابية فى اعوام 1971 و72 و73 فى الضغط على السادات للتعجيل بقرار الحرب ، وما

رصدوه ايضا من دور الجامعة والحياة الطلابية فى تربية واعداد وصناعة اجيال وطنية تعادى امريكا واسرائيل .

 فقرروا اغلاق المصنع الوحيد فى مصر الذى ينتج شبابا وطنيا ، مسيسا ، واعيا بحقائق الامور .

 ولم تكن صدفة ان تصدر اللائحة الطلابية التى تمنع العمل السياسى فى الجامعات عام 1979 ، فى ذات العام الذى وقعت فيه مصر اتفاقية السلام مع اسرائيل .

 ولقد ساعدهم على كل ذلك طبيعة النظام السائد فى مصر والذى يضع كل السلطات فى يد رجل واحد هو رئيس الجمهورية ، الذى

يحكم البلد الى ان يموت ، ويفعل بها هو وحاشيته ما يريد ، ويبطش بلا هوادة بكل معارضيه .

كان هذا هو الباب الثالث فى كتالوج حكم مصر .

الباب الرابع :


 اما هذا الباب فكان هدفه بناء وتصنيع طبقة من رجال الاعمال المصريين موالية وتابعة للولايات المتحدة وصديقة لاسرائيل

 طبقة تتبنى المشروع الامريكى وتدافع عن النظام الجديد وتحميه ضد باقى طبقات الشعب و فئاته .

 طبقة تدافع عن السلام مع اسرائيل وعن التبعية لامريكا ، وترتبط مصالحهم معا بروابط التوكيلات والتجارة والبيزنس .

 ولقد تم تصنيع هذه الطبقة باموال المعونة الامريكية الاقتصادية البالغة 800 مليون دولار سنويا منذ 1975 ، والتى تقلصت فقط فى

السنوات الاخيرة .

 فقامت هيئة المعونة الامريكية بالتعاقد مع مئات من الافراد والشركات على مئات المشروعات وبتسهيلات هائلة وصلت فى بعضها

الى اقراضهم بفائدة مؤجلة 1.5 % بأقل عشرة مرات عن الفائدة السائدة فى البنوك المصرية.

 وتمت المهمة بنجاح وتم تصنيع طبقة المصريين الامريكان ، وهى التى تملك مصر الآن وتديرها ، وهى التى تعقد اتفاقيات البترول

والغاز و الكويز والسياحة مع اسرائيل ، وهى التى ادخلت الشتلات الزراعية الاسرائيلية الى مصر وصدرت الاسمنت الى الجدار العازل هناك ، وما خفى كان اعظم .

 وهى الان تمتلك عدد من الصحف و القنوات الفضائية والجمعيات الاهلية ، وتوجه ما يصدر من تشريعات برلمانية . ومن رجالاتها تتشكل كل عام بعثات طرق الابواب التى تحج الى امريكا كل عام لتصون العلاقات وتعقد الصفقات ، وتسجل التعليمات .

 أما عن باقي الشعب المصرى فلقد وضعه الكتالوج فى القوائم السوداء ، فتم استبعاده وحصاره بالشقاء المستمر والبطالة وربطه

فى طواحين الجرى وراء الاحتياجات المعيشية ، بعد أن تخلت الدولة عنه ورفعت يدها من قيادة التنمية فى البلاد بأمر من الأمريكان

ومؤسساتهم الاقتصادية الدولية .

 فخلت لهم الساحة ، وانفردوا بالبلد وبمقدراته وبمصائره .

كان هذا هو الباب الرابع من الكتالوج

الباب الخامس :

 اما الباب الخامس والاخير فى الكتالوج الامريكى لحكم مصر ، فهو يتناول كل خطط عزل مصر عن الامة العربية والاسلامية ، وضرب

اى جماعة او فكرة او عقيدة او ايديولوجية تعادى المشروع الامريكى الصهيونى .

 ولقد وضع الاساس القانونى لهذا الباب فى المادة السادسة من معاهدة السلام التى نصت صراحة على اولوية هذه المعاهدة عن

اى التزامات مصرية سابقة عليها ، وبالذات اتفاقيات الدفاع العربى المشترك .

 كما ألزمت مصر فى نفس المادة بعدم الدخول فى اى التزامات جديدة تتناقض مع احكام ونصوص المعاهدة الاسرائيلية .

 وكانت الخطوة التالية هى تشكيل جيش من المفكرين والكتاب والصحفيين والاعلاميين ، مهمته توجيه مدفعية فكرية ثقيلة ، الى كل

ما هو عربى وكل ما هو اسلامى وكل ما هو وطنى او تقدمى

 جيش مهمته تجريد مصر من هويتها التاريخية والحضارية بصفتها جزءا من كل عربى اسلامى فى مواجهة مشروع استعمارى

امريكى صهيونى .

 وكان المستهدف فى هذا الباب هو وعى الناس ومعتقداتهم ، من حيث هما خط الدفاع الاخير والاصلب عن الوطن .

 وافتتح الهجوم توفيق الحكيم عندما كتب فى منتصف السبعينات مقالا بعنوان حياد مصر ، طالب فيه بان تقف مصر على الحياد بين

العرب واسرائيل ، كما وقفت سويسرا على الحياد فى الحرب العالمية الثانية ، وانضم له فى الهجوم لويس عوض وحسين فوزى ،

وبدأوا حملة على عروبة مصر وعلى ما اسموه بالغزو العربى الاسلامى ، ونادوا بالفرعونية وبحضارة 5000 سنة ، وبالروابط التاريخية

بيننا وبين اليهود ...الخ

 ونجح للتصدى لهم حينذاك ، نخبة من اشرف الكتاب الوطنيين على راسهم احمد بهاء الدين ورجاء النقاش . ولكنهم ما زالوا بيننا ،

ينشطون مع كل اعتداء جديد على الامة . نشطوا فى العدوان الاخير على غزة ، وفى العدوان على لبنان 2006 ، و فى الاحتلال

الامريكى للعراق 2003 ، و فى الانتفاضة الفلسطينية 2000 ، و مرات كثيرة اخرى ، كلما يكون مطلوب التغطية على موقف الادارة

المصرية .

 كان ذلك هو الكتالوج الامريكى بأبوابه الخمسة الذى كان يحكم مصر:

1) رهن سيناء

2) تصفية القطاع العام

3) نظام سياسى أبدى يعترف باسرائيل ويسالمها .

4) طبقة رأسمالية تابعة لامريكا وصديقة لاسرائيل ، مع استبعاد باقى الشعب واستنزافه .

5) وأخيرا عزل مصر عربيا .

ولقد قاد مبارك ونظامه جريمة تفعيل وتسييد هذا الكتالوج على ارض مصر ، مستخدما كل وسائل القهر والتنكيل ضد شعبنا الطيب وقواه الوطنية .

وذلك فى مقابل صك امريكانى يتركه يحكم البلاد هو وعائلته الى أبد الآبدين .

وبعد أن تصوروا أن الأمر قد استقر واستتب لهم ، وانهم قد جرفوا مصر تماما من كافة أشكال الوطنية والمقاومة .

فاجأهم الشعب الكريم

فأطاح بكتالوجهم وبشرعيتهم وباستقرارهم .

و حدد منذ لحظات الثورة الاولى هدفه الواع العميق فى أن :

(( الشعب يريد إسقاط النظام ))

وبالفعل اصيب الأمريكان والغرب واسرائيل بذعر شديد من ثورة المصريين ، وكان رد فعلهم الرئيسى ، هو التأكيد ثم التأكيد على ضرورة

الالتزام بمعاهدة السلام مع اسرائيل بصفتها خلاصة الكتالوج الامريكى لمصر .

ولكن بعد ثورة الحرية باذن الله ، سيسطر الأحرار كتالوجهم الخاص بأنفسهم وبدماء شهدائهم .

Russia warns the West against interference: Medvedev suggests that revolts in the Arab world were instigated by outside forces

Moscow is concerned that the turmoil in the Arab world aggravated by western interference may destabilise Russia's restive North Caucasus and former Soviet Central Asia
Even before the unrest broke out in West Asia, Russia took steps to bolster security arrangements in Central Asia. A raft of documents signed in the framework of the CSTO security pact at the end of last year called for creating a concrete mechanism for deploying peacekeeping forces on a request from a member-state. Moscow cited the absence of such a mechanism for failing to send troops to Kyrgyzstan during last year's violence in the Fergana Valley. Next time it will be different. On March 4, the CSTO announced plans to hold the first drills of its peacekeeping forces later this year “The CSTO is concerned about renewed attempts of extremist groups to set up bases for expanding their subversive activities in Central Asian states,” the Russian official said. He pointed to last summer's ethnic clashes in Kyrgyzstan and more recent fighting between security forces and Islamists in Tajikistan, which borders Afghanistan, as evidence of a “credible extremist threat” in the region. Moscow has signalled its resolve to tighten its grip on Central Asia to forestall any possible spillover of instability from the Arab crisis. An unnamed official in the Russian “military-diplomatic quarters” told the government news agency Itar-Tass last week that the Moscow-led defence bloc of former Soviet states, the Collective Security Treaty Organisation (CSTO), was planning to hold consultations on the situation in Kyrgyzstan and Tajikistan, considered the likely focal points of turmoil in Central Asia. The CSTO unites Russia, Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, Belarus and Armenia. “The concept of Greater Central Asia calls for the dilution of borders between the five post-Soviet states [Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan], and their merger with Afghanistan and Pakistan,” Dr. Knyazev explained in a recent interview. “Four years ago, I called the project ‘geopolitical marasmus'. However today it is shaping up as a hands-on plan for sowing chaos across entire Central Eurasia.” Russian experts have warned that the U.S. could now push ahead with its plan of creating a Greater Central Asia, which is part of the larger project, the Greater Middle East. What is looming on the horizon could be much bigger and more important,” writes political scientist Dmitry Trenin. He points out that the authoritarian leaders of Uzbekistan and Kazakhstan, Islam Karimov and Nursultan Nazarbayev, both in their 70s, have been in power for two decades but “are neither able nor willing to arrange an orderly transfer of power” and their departure could “open the floodgates for serious trouble.” Russia is also bracing itself for a possible fallout of the Arab turmoil in Central Asia. “In the last 20 years, Moscow has had to deal with a bloody civil war in Tajikistan, two ‘tulip revolutions' in Kyrgyzstan, and an abrupt change of a despot in Turkmenistan, but those were all local developments with limited implications for the wider region or for Russia. Islamist militants in the North Caucasus have indeed declared that their insurgency and the Arab revolt shared the same goal of spreading Islamic rule across the globe. “We pray that your struggle will help put the laws of Allah in place in the entire world,” Doku Umarov, self-proclaimed “Emir of Caucasian Mujahidin,” who claimed responsibility for the bloody suicide bombings on the Moscow metro in 2010 and the Domodedovo airport last month, said in a video address to Arab Muslims, posted on a militant website last week. Mr. Medvedev said the Arab rebellion would have a “direct impact” on Russia, which has fought two wars against Islamist separatists in Chechnya in the past 15 years and is still battling terrorism in the neighbouring territories. “They [extremists] prepared a similar scenario for us in the past, and will try and realise it again — now with renewed force,” the Russian leader said, adding: “Come what may, they won't succeed.” Moscow is concerned that the turmoil in the Arab world, aggravated by western interference, may destabilise Russia's restive North Caucasus and former Soviet Central Asia. “I remember our partners calling for fair democratic elections in the Palestinian territories,” he went on. “Excellent! Those elections were won by Hamas. They declared it a terrorist organisation and confronted it shortly thereafter.” Speaking in Brussels last month, he recalled that the Iranian revolutionary leader, Ayatollah Ruhollah Khomeini, had enjoyed the support of the West while living in France before he returned to the country in 1979 to lead the Islamic revolution that overthrew the Shah. “And now the West is grappling with the Iranian nuclear programme,” Mr. Putin said. Whatever its aims in the current crisis, Washington's interventionism may have unintended results, as Mr. Putin reminded the West recently citing its previous attempts to “impose democracy” in Iran and Palestine. Some Russian analysts are convinced that the U.S. is attempting to exploit the wave of popular rebellions in the Arab east to recast the world order and achieve global domination. “We are witnessing attempts to reformat the Greater Middle East according to a plan devised by the U.S. neoconservatives who are now creeping back to power,” says the former diplomat and scholar Vyacheslav Matuzov, who heads the Russia-Arab friendship society. Ms Clinton announced that in addition to launching Twitter feeds in Arabic and Farsi, the U.S. was planning to “start similar ones in Chinese, Russian, and Hindi.” At the height of the Arab crisis, U.S. Secretary of State Hillary Clinton declared a netwar on all “repressive governments.” In a speech at George Washington University on February 15, she vowed to promote “internet freedom” around the world by matching “our diplomacy with technology, secure distribution networks for tools, and direct support for those on the front lines.” “The events [in the Arab world] bear all the traits of a total ‘network war' (netwar) as formulated by John Arquilla and David Ronfeldt of the RAND Corporation back in 1996,” says Alexander Knyazev of the Moscow-based Institute of Oriental Studies. Although Russian leaders have not named any country, experts and politicians have pointed a finger at the United States. “The Arab revolt may have begun as spontaneous protests, but the West has now moved to take the endgame under its control,” says Konstantin ***achyov, chairman of the Foreign Affairs Committee of the State Duma. Analysts say the U.S. is using the same techniques in the Arab East it earlier used in staging “coloured revolutions” in the former Soviet Union — in Georgia, Ukraine and Kyrgyzstan. They noted the role of CIA-linked foundations such as the Freedom House and the National Endowment for Democracy (NED), in supporting and training civil activists and Twitter and Facebook organisers of the protests in Egypt and Tunisia. President Dmitry Medvedev suggested that the revolts in the Arab world were instigated by outside forces that had also been scheming to subvert Russia. “I won't call any names but a whole range of countries, even those we have friendly relations with, have nevertheless been involved in terrorism in the [Russian] Caucasus,” he said at a recent meeting with Russia's security chiefs. Prime Minister Vladimir Putin also urged western nations to refrain from interfering in the rebellions in the Arab world. “People should have the chance to choose their own fates and their own futures without any kind of outside interference,” the Kremlin supremo said on a recent visit to Brussels. Russia has also opposed western military interference in the civil strife in Libya. “Attempts to undertake military-political intervention can only aggravate problems the Libyan people face,” the Foreign Ministry said in a communiqué on a meeting between Russian and Saudi diplomats in Moscow last week. “We do not think that foisting any recipes or giving ultimatums will serve any useful purpose,” said Foreign Minister Sergei Lavrov in the first official comment in Moscow on the unfolding popular revolt in Egypt on February 2. The Foreign Ministry followed up this statement with repeated warnings against foreign meddling. In a phone call to Arab League Secretary General Amr Moussa on February 23, Mr. Lavrov “rejected attempts to bring outside pressure on the events in the region.” Russia believes that the ongoing revolt in West Asia and North Africa, while having internal roots, also betrays a foreign hand. Warnings against foreign interference have dominated Moscow's reaction to the crisis since the first demonstrations in Egypt against Hosni Mubarak. -Russian experts have warned that the U.S. could now push ahead with its plan of creating a Greater Central Asia, which is part of the larger project, the Greater Middle East. “The events [in the Arab world] bear all the traits of a total ‘network war' (netwar) as formulated by John Arquilla and David Ronfeldt of the RAND Corporation back in 1996,” says Alexander Knyazev of the Moscow-based Institute of Oriental Studies. “The Arab revolt may have begun as spontaneous protests, but the West has now moved to take the endgame under its control,” says Konstantin ***achyov, chairman of the Foreign Affairs Committee of the State Duma. Analysts say the U.S. is using the same techniques in the Arab East it earlier used in staging “coloured revolutions” in the former Soviet Union — in Georgia, Ukraine and Kyrgyzstan. They noted the role of CIA-linked foundations such as the Freedom House and the National Endowment for Democracy (NED), in supporting and training civil activists and Twitter and Facebook organisers of the protests in Egypt and Tunisia. .

¶1. (C) Summary and comment: On December 23, April 6 activist
XXXXXXXXXXXX expressed satisfaction with his participation in
the December 3-5 "Alliance of Youth Movements Summit," and
with his subsequent meetings with USG officials, on Capitol
Hill, and with think tanks. He described how State Security
(SSIS) detained him at the Cairo airport upon his return and
confiscated his notes for his summit presentation calling for
democratic change in Egypt, and his schedule for his
Congressional meetings. XXXXXXXXXXXX contended that the GOE will never undertake significant reform, and therefore, Egyptians
need to replace the current regime with a parliamentary
democracy. He alleged that several opposition parties and
movements have accepted an unwritten plan for democratic
transition by 2011; we are doubtful of this claim. XXXXXXXXXXXX
said that although SSIS recently released two April 6
activists, it also arrested three additional group members.
We have pressed the MFA for the release of these April 6
activists. April 6's stated goal of replacing the current
regime with a parliamentary democracy prior to the 2011
presidential elections is highly unrealistic, and is not
supported by the mainstream opposition. End summary and

Satisfaction with the Summit
----------------------------

¶2. (C) XXXXXXXXXXXX expressed satisfaction with the December 3-5
"Alliance of Youth Movements Summit" in New York, noting that
he was able to meet activists from other countries and
outline his movement's goals for democratic change in Egypt.
He told us that the other activists at the summit were very
supportive, and that some even offered to hold public
demonstrations in support of Egyptian democracy in their
countries, with XXXXXXXXXXXX as an invited guest. XXXXXXXXXXXX said he discussed with the other activists how April 6 members could more effectively evade harassment and surveillance from SSIS with technical upgrades, such as consistently alternating
computer "simcards." However, XXXXXXXXXXXX lamented to us that
because most April 6 members do not own computers, this
tactic would be impossible to implement. XXXXXXXXXXXX was
appreciative of the successful efforts by the Department and
the summit organizers to protect his identity at the summit,
and told us that his name was never mentioned publicly.

A Cold Welcome Home

¶3. (S) XXXXXXXXXXXX told us that SSIS detained and searched him at the Cairo Airport on December 18 upon his return from the
U.S. According to XXXXXXXXXXXX, SSIS found and confiscated two
documents in his luggage: notes for his presentation at the
summit that described April 6's demands for democratic
transition in Egypt, and a schedule of his Capitol Hill
meetings. XXXXXXXXXXXX described how the SSIS officer told him that State Security is compiling a file on him, and that the
officer's superiors instructed him to file a report on
XXXXXXXXXXXX's most recent activities.

Washington Meetings and April 6 Ideas for Regime Change

¶4. (C) XXXXXXXXXXXX described his Washington appointments as
positive, saying that on the Hill he met with Rep. Edward
Royce, a variety of House staff members, including from the
offices of Rep. Ros-Lehtinen (R-FL) and Rep. Wolf (R-VA), and
with two Senate staffers. XXXXXXXXXXXX also noted that he met with
several think tank members. XXXXXXXXXXXX said that Rep. Wolf's
office invited him to speak at a late January Congressional
hearing on House Resolution 1303 regarding religious and
political freedom in Egypt. XXXXXXXXXXXX told us he is interested
in attending, but conceded he is unsure whether he will have
the funds to make the trip. He indicated to us that he has
not been focusing on his work as a "fixer" for journalists,
due to his preoccupation with his U.S. trip.

¶5. (C) XXXXXXXXXXXX described how he tried to convince his
Washington interlocutors that the USG should pressure the GOE
to implement significant reforms by threatening to reveal

information about GOE officials' alleged "illegal" off-shore
bank accounts. He hoped that the U.S. and the international
community would freeze these bank accounts, like the accounts
of Zimbabwean President Mugabe's confidantes. XXXXXXXXXXXX said he wants to convince the USG that Mubarak is worse than Mugabe
and that the GOE will never accept democratic reform. XXXXXXXXXXXX asserted that Mubarak derives his legitimacy from U.S. support, and therefore charged the U.S. with "being
responsible" for Mubarak's "crimes." He accused NGOs working
on political and economic reform of living in a "fantasy
world," and not recognizing that Mubarak -- "the head of the
snake" -- must step aside to enable democracy to take root.

¶6. (C) XXXXXXXXXXXX claimed that several opposition forces --
including the Wafd, Nasserite, Karama and Tagammu parties,
and the Muslim Brotherhood, Kifaya, and Revolutionary
Socialist movements -- have agreed to support an unwritten
plan for a transition to a parliamentary democracy, involving
a weakened presidency and an empowered prime minister and
parliament, before the scheduled 2011 presidential elections
(ref C). According to XXXXXXXXXXXX, the opposition is interested in
receiving support from the army and the police for a
transitional government prior to the 2011 elections. XXXXXXXXXXXX
asserted that this plan is so sensitive it cannot be written
down. (Comment: We have no information to corroborate that
these parties and movements have agreed to the unrealistic
plan XXXXXXXXXXXX has outlined. Per ref C, XXXXXXXXXXXX previously told us that this plan was publicly available on the internet. End comment.)

¶7. (C) XXXXXXXXXXXX said that the GOE has recently been *****ing
down on the April 6 movement by arresting its members. XXXXXXXXXXXX noted that although SSIS had released XXXXXXXXXXXX and XXXXXXXXXXXX "in the past few days," it had arrested three other members. (Note: On December 14, we pressed the MFA for the release of XXXXXXXXXXXX and XXXXXXXXXXXX, and on December 28 we asked the MFA for the GOE to release the additional three activists. End note.) XXXXXXXXXXXX conceded that April 6 has no feasible plans for future activities. The group would like to call for another strike on April 6, 2009, but realizes this would be
"impossible" due to SSIS interference, XXXXXXXXXXXX said. He
lamented that the GOE has driven the group's leadership
underground, and that one of its leaders, Ahmed Maher, has
been in hiding for the past week.

¶8. (C) Comment: XXXXXXXXXXXX offered no roadmap of concrete steps toward April 6's highly unrealistic goal of replacing the
current regime with a parliamentary democracy prior to the
2011 presidential elections. Most opposition parties and
independent NGOs work toward achieving tangible, incremental
reform within the current political context, even if they may
be pessimistic about their chances of success. XXXXXXXXXXXX's
wholesale rejection of such an approach places him outside
this mainstream of opposition politicians and activists.
