We use need to + verb to refer to actions that are or are not necessary (SB. page 102) a. need to b. had to c. must d. have to If we chose must, it would mean that the speaker is obliged or is very necessary to buy souvenirs for his family. If we chose must, what would the speaker do if he ran out of money or didn't have enough money? so I think need to is better than must.
