The outermost energy level is complete with electrons, So they don’t undergo chemical reaction (in normal conditions )- They are monatomic molecule.
2- All Other elements are active, they undergo chemical reaction (by losing, gaining or sharing of electrons to complete their outermost energy level (Polyatomic molecule ).
