I think the teacher's guide is NOT correct because :
- The first sentece is mainly PAST (... left my jacket), so we must use PAST PERFECT to talk about the past : e.g.,
I wish I had known you were in hospital.
( This tells us that he didn't know he was in hospital. )
So the correct answer is had known
- The second sentence is mainly PRESENT ( Heba wishes ..... ) , so we must use PAST to say that we regret something, that is not as we would like it to be: e.g.,
It rains a lot here. I wish it didn't rain so ofen.
So the correct answer is didn't spend
