Since it's a grammar book, they probably wouldn't bother to put the words in quotes.
What it means is: [The word] "they" is often used.
You can skip "the word," and just say, "They" is often used.
The other thing that's working here is the use of the forward slash:
"They/them/their" is often used.
Words separated by slashes in a forum such as this don't constitute a compound subject.
We understand that one of the three is to be chosen. They are considered equally in the example. (There's probably a better way to explain it.)
Red, yellow, and blue are the primary colors.
Red/yellow/blue is my favorite color. (pick one)
The word "they" has a plural verb in this case.
"Elephants" is a plural noun.
