When we say set a fire, or set fire to something, or set something on fire, we often mean an uncontained, uncontrolled fire. So an arsonist sets a house on fire, lightning might set fire to a forest, a cooking accident might set a fire in the kitchen. Set a fire might also be used to say a fire was made for a particular purpose, such as to set a fire to smoke an animal out. Make, build, light, start can also be used with a fire.
