in my modest point of view it's better to be the weather is terrible today. i wish it were warmer using were is better than was Mr. Essam Mohamed Alrahmania prep school

the weather may be changed at any moment so it is possible not impossible

was has no sense here so would be is better and he speaks about the future from the moment of speaking
